I just don't understand this:

This article, and the other one (you can see a link to it on the page), say that they weren't wearing their seatbelts. OK, I REMEMBER the day, I was in nursery school actually, --when rear seatbelts were made mandatory, and not long after that, front passenger and driver. What young person today, in their right mind, drives around without a seatbelt ON???
Not to mention that no one seems to be instructing young Californians how to drive in rain. It's not snow guys, but it's not just like a dry road either. There are some precautions to take, and some ways to avoid disaster that really aren't that hard to remember! Come on! This is basic Driver's Ed, Red Asphalt I and II stuff!!!!
